I installed a holeshot carb kit and muffler. It is way too loud. Is there a flow through muffler out there that fits the Skorpion tour that is efficient and much quieter?

as long as you are using the stock headers etc. any aftermarket street-legal can is not an improvement as far as performance is concerned. The L&W is heavy but it is very good. Even a top wide open racing cannot improve much.
Of course straight-thrus are louder to much louder as you found out, but loud doesn't necessarily mean fast. My own dyno testing showed the L&W to be just 1hp down(58hp rear wheel) to a wide open 110+db BOS can(59hp). A similarlooking and sounding BSM was 4hp down, thus 3 down on the stock can. This was with a slightly larger header system I made myself.
AFAIK there are/were only two outofthebox cans for the MZ; the Holeshot and the dutch BSM which is very popular over here because it is approved and thus legal. It is prettier and lighter but not better, on the contrary. I have had three of them.
You have to decide what you want. Café racer looks and sound or technically tops.
