Steering Lock

Hi,
I have an ETZ 250 (86) and am trying to remove the barrel steering lock. It's unlocked and I have drilled it out as suggested on Facebook but it's not coming out.
I have drilled through the yellow metal but not into the steel behind, the lock is loose in the barrel (i.e can swivel) and the cover is removed.
I'm not keen to drill too deep, can anyone suggest how deep and wide I need to go or anything else I should be doing ?
