E's 150 handlebar removal

Hi all,
Some advice please
1970 es150/1
I've removed the big chrome nut to remove the cover but discover another bolt and plate that I need to remove before everything comes away.
But the bolt down the centre is so close to the tube that I can't get a spanner to it.
Am I not understanding something !
