uploading photos

I just uploaded a photo for the album section. I give it a pic title, and a detailed pic description, however the description cannot be seen when not logged in, and the only way it can be seem WHEN logged in is if I click on "edit". Is this the way it is supposed to work?

the description should be seen when howering the mouse over the image.
this is not a perfect Album pack for the message board but it is the best one i found so far..
i constantly keep a look out for new/better scripts, but if you encouter something you think may be better, let me know and i'll check it out, and upgrade if practical.
