Purpose of the cam sprocket inspection hole on the head ?

What is the purpose of the cam sprocket inspection hole on the head ?
You can not see the cam timing marks with it.

Secondly, I was speculating that when this engine was assembled, it is possible that when the chain tensioner was installed,
it advanced the valve timing off a tooth ?

That would be 7.5º advanced. How would it run if this is the case?
(48 teeth on the cam sprocket, engine turns clockwise as you face the timing marks on the crank)

If you ask me : this motor is a little anemic compared to my other Skorp ( all things being the same).
Carbs, valve adjustment etc are all within spec. The 2002 Skorp has 60k+ miles and runs stronger than the
1998 Skorp with 12K miles.

is the ignition box the same on both bikes
the spark advance may be different

the plastic plug is not for the cam at all. It is to be able to remove the rocker arm shaft.

Timing changes with stretch and wear of the timing chain, but there is no way to change the timing otherwise on the stock engine.
