LOL. The bike sat for 10 years didn't it? It should be gone through completely if the new owner wants a bike that will run like it's got 3000 miles on it. As for the valves, most people consider an engine fully broken in at 1500 miles. If the valves are going to settle in, they will have done so by now and need to be checked. You could run the risk of not having enough clearance, allowing combustion gases to escape the chamber and cause long term problems with the valves and seats. Why not check them is the question you should ask someone new to bikes who is trying to learn the proper way to maintain them.
